August 6, 2025: In a significant development, Nagaland Government Spokesperson and Minister K.G. Kenye has confirmed that talks on the Frontier Nagaland Territory Authority (FNT) are moving closer to a final settlement after more than a decade of confidential dialogue. Mr. Kenye noted that the negotiations began in 2010 as a bilateral dialogue between the Centre and the Eastern Nagaland People’s Organisation (ENPO), and that following the inclusion of the State Government last year, discussions have intensified. He added that the government is now proactively offering observations and recommendations. However, he also warned that the road ahead is complex and the state government is proceeding with caution.
Why the demand for Frontier Nagaland Territory (FNT) is crucial:
- The FNT demand stems from the persistent development deficit across six eastern districts—Kiphire, Longleng, Mon, Noklak, Shamator, and Tuensang—which together send 20 MLAs to the Nagaland Assembly. ENPO argues these areas have been systematically neglected since Nagaland’s formation in 1963, especially in infrastructure, education, healthcare, and economic opportunities 1.
- In response, ENPO has accepted a proposed Frontier Nagaland Territory—with **executive, legislative, and financial autonomy**—as an interim measure, on condition that the arrangement be fully **reviewed after 10 years**, and that all unresolved issues be pursued through democratic processes 2.
- The demand is also rooted in broader concerns for **socio-economic justice and cultural dignity**: the people of Eastern Nagaland believe that greater self-governance under FNT is essential to address historical marginalization, empower their communities, and ensure sustainable local development 3.
