Deputy CM T.R. Zeliang Lauds Sampoornata Abhiyan as a Model of Inclusive Development

Addressing the State Level Sampoornata Abhiyan Samman Samaroh, Shri T.R. Zeliang, Hon’ble Deputy Chief Minister of Nagaland (Planning & Transformation and National Highway), praised the transformative impact of the Aspirational Districts and Blocks Programmes, describing them as models of people-centric governance.
“We are gathered here not just to distribute awards but to celebrate a powerful idea—that governance must touch every life, and development must reach every village,” Zeliang said in his keynote speech.
The Deputy Chief Minister expressed his gratitude to the Hon’ble Prime Minister of India for launching these initiatives and to NITI Aayog for its critical role in implementation and monitoring.
“The word ‘Sampoornata’ itself means completeness, total coverage,” he explained.
“This Abhiyan is about ensuring no one is left out—not a single household, not a single village, not a single life.”
100% Saturation in Remote Blocks
Zeliang highlighted the notable achievements under the Aspirational Blocks Programme launched just last year, pointing to the progress of blocks such as Thonoknyu, Khongsa, and Akhuhaito, which have attained 100% saturation in several development indicators.
“These successes are proof that the model works, and that Nagaland can lead from the front when it comes to inclusive development,” he said.
Celebrating Frontline Workers
Special recognition was given to frontline workers such as ASHAs, Anganwadi workers, teachers, nurses, and coordinators, whose ground-level efforts have been instrumental. “They are the unsung heroes who walk from house to house and ensure no one is left behind,” Zeliang noted.
Moving Beyond Awards
While celebrating the milestones, Zeliang emphasized that this event must mark the beginning of a new phase. He outlined future focus areas including:
- Child nutrition and adolescent health
- Clean drinking water and sanitation
- Digital inclusion for rural youth
- Employment and skill-building
- Livelihoods and entrepreneurship for women
- Inclusion of persons with disabilities
He urged all departments—from Health to Agriculture & Allied—to sustain the culture of convergence and transition from “schemes to solutions, and from targets to transformation.”
Nagaland’s Commitment to Viksit Bharat
As the state marches towards contributing to a Viksit Bharat (Developed India), Zeliang assured that the Government of Nagaland remains committed to supporting districts and blocks in their journey of innovation and inclusive growth.
“We may be small in size,” he said, “but our commitment and innovation can set examples for the rest of the country.”
A Vision for Inclusive Nagaland
Concluding his speech, the Deputy CM congratulated all awardees and reiterated his vision for a Nagaland where every child, every woman, every elderly citizen feels the presence and the promise of the government.
“Let us move together towards building an Inclusive Nagaland that leaves no one behind,” he said.
